8-19-18 Update:
Ballots were given out at the general membership meeting on 6-30-18 to homeowners in good standing with dues paid up through 2018. Then ballots were mailed out to the members in good standing who were unable to attend the general membership meeting. Ballots were opened and the votes were counted by two board members (Glenn Rumfellow and Kim Du) and two non-board members (Dawn Comesana and Jenifer Prochaska) on 8-4-18. There were 55 total members paid up and in good standing as of 6-30-18. A majority vote of the members in good standing was required to pass each proposed changed, so each item required 28 yes votes. We received 30 ballots total. Here are the tallies of the votes:
- 29 yes, 1 no

- 29 yes, 1 no
- 28 yes, 2 no
- 23 yes, 7 no
Items 1-4 passed, and item 5 did not pass.
The HOA Covenant will be updated and filed with the Secretary of State accordingly.

At our next HOA general membership meeting 10:30am on Saturday June 30th, 2018 at Fellowship Church in Prairieville, we’ll be voting on some proposed changes to the HOA covenant. Members in good standing (paid up through 2018) will be eligible to vote on the proposed changes. Two board members and two non-board members will count the votes to determine which, if any, changes will be made to the covenant.
Proposed Changes to the HOA Covenant:
- In section 7.6 (Garages and Carports), remove the second sentence: “No garage or carport may have an entrance that faces the street on which the residence fronts except as declared to be acceptable by the Developer Committee.” We propose to remove this because all of the homes in the neighborhood violate this regulation.
- Change section 7.7 to read as follows: “7.7 Building Setback Lines. No buildings shall violate the setback codes set in place by Ascension Parish at the time of construction and shall conform to all of the rules and regulations set forth in the applicable building codes.” This simplifies the section so that we defer to existing parish regulations rather than having our own specific regulations that may end up conflicting with parish regulations over time.
- Change section 7.9 (Exterior Finish) to include “Hardy board” in the list of approved materials for the exterior of buildings in the neighborhood.
- Add a sentence to the end of section 7.20 (addition in italics) “Parking and Storage. No house trailers, recreational vehicles or trailers, school buses, boats, motor homes, commercial vehicles, automobiles, trucks, go-carts, bicycles, or toys shall be kept, stored, parked, repaired or maintained on any Lot, street, servitude, or right or way, in such a manner as to be visible from the lake or visible from the street on which the Lot fronts. The only exception to this is the allowance for automobiles and motorcycles to be parked in the driveway of the Home.” The covenant in its current form doesn’t allow for cars to be parked in driveways. Since it isn’t practical to require everyone to park in their garages, we propose to amend the covenant to explicitly allow vehicles to be parked in driveways.
- In section 7.21, include solar panels in the list of devices that are not allowed to be added to the exterior of a home without prior written consent of the Architectural Committee.
